Chauhan, learned counsel for respondent nos. 2 to 4. 4. According to petitioner, he constructed a bridge in Tehsil Haldwani in the year 2020. However, security deposited by petitioner has not been released to him so far by the Authorities concerned. 5. Learned State Counsel points out that petitioner was asked to make necessary arrangements for load test of the bridge vide letter dated 23.03.2026; however, petitioner has not taken necessary steps. He submits that unless the load test is successfully carried out, the security amount deposited by petitioner cannot be released. 6. Learned counsel for the petitioner UKHC010087162026 2026:UHC:5395 refers to a communication dated 21.05.2025 issued by Superintendent Engineer, URRDA Circle, PWD, Jyolikot, Nainital, which is on record as annexure 6 to the writ petition. Perusal of said letter reveals that Chief Engineer, URRDA was requested to provide additional fund for load test. 7. Having regard to the facts and circumstances of the case, the writ petition is disposed of by permitting the petitioner to make representation to Secretary of the concerned Department. If petitioner makes representation within two weeks, decision thereupon shall be taken by the concerned Secretary, as per law, within six weeks thereafter.
