Petitioners are serving as Assistant Librarian in different Government Degree Colleges in State of Uttarakhand. According to them, Cataloguers serving in the library of the concerned colleges are getting Grade Pay of `2,800/- even though they possess only diploma in Library Science. 4. It is contended that petitioners possess degree in Library Science and they hold a higher position, yet they are also being given Grade Pay of `2,800/-. This, according to petitioners, is unjust. 5. Learned State Counsel, however, submits that claim of the petitioners was considered by the State Government and was rejected vide order dated 14.09.2020. He points out that petitioners are given benefit of Modified Assured Career Progression Scheme. 6. Learned counsel for the petitioners submits that the aforesaid aspects, namely the Grade Pay granted to Cataloguer was not considered by the State Government while rejecting claim of the petitioners. He submits that the said order proceeds UKHC010027152024 2026:UHC:5347-DB on the basis that after implementation of report of Samta Samiti, inter se parity of different cadres has been abolished. 7. We find substance in the said contention. The aforesaid aspect, namely difference in the academic qualification of Cataloguer and Assistant Librarian was not considered by the State Government. 8. Learned State Counsel concedes that the promotional post available to Cataloguer is Assistant Librarian. Thus, Assistant Librarian is a promotional post available to Cataloguer, however, that aspect appears to have been overlooked by the State Government while taking decision, referred to above. 9. Be that as it may, since the aforesaid aspect was not considered by the State Government while taking the decision, contained in order dated 14.09.2020, therefore, we remit the matter back to the State Government to re-consider the matter of revision of pay scale for the post of Assistant Librarian in the light of facts pleaded by petitioners in their representation. Let such representation be filed within three weeks. Decision thereupon shall be taken as per law, within eight months thereafter. 10.
