[1] Mr. Rendy Maibam, learned counsel appeared on behalf of the petitioner and Mr. Shyam Sharma, learned Government Advocate appeared on behalf of the respondent Nos. 1-4 through video conferencing platform and Mr. L. Raju, learned counsel appeared on behalf of the respondent No.5. [2] At the outset, learned counsel appearing for the petitioner submitted that for redressing the grievances raised by the petitioner in the 2026:MNHC:182 WP(C) NO.317 OF 2026 WITH MC(WP(C) NO.342 OF 2026 3 present writ petition, the petitioner has also approached the Commissioner (Home), Government of Manipur by filing a representation dated 24.11.2025 and the said representation is still pending for consideration and disposal. The learned counsel for the petitioner submitted that the petitioner will be satisfied for the time being, if the present writ petition is disposed of by issuing a simple direction to the Commissioner (Home), Government of Manipur (respondent No.2) to consider the said representation dated 24.11.2025 submitted by the petitioner on its own merit and strictly in terms of applicable Acts, Guidelines/Orders and to dispose of the same by issuing a speaking order within a stipulated period. [3] Mr. Shyam Sharma, learned Government Advocate representing respondent No.2 fairly submitted that as the prayer made on behalf of the petitioner is confined to the consideration and disposal of the representation submitted by him, he has no objection in disposing of this writ petition as prayed for by the learned counsel appearing for the petitioner. [4] Considering the submission advanced by learned counsel appearing for the parties and the limited prayer made on behalf of the writ petitioner, this Court is of the considered view that it will be in the interest of justice to issue the following directions:- (a) The Commissioner (Home), Government of Manipur, is hereby directed to consider the said representation dated 24.11.2025 submitted by the petitioner on its own merit and strictly 2026:MNHC:182 WP(C) NO.317 OF 2026 WITH MC(WP(C) NO.342 OF 2026 4 applicable to rules/guidelines/orders and to dispose of the same by issuing a speaking order; (b) The whole process of consideration and disposal of the said representation should be completed within a period of 3(three) months from the date of receipt of the certified copy of this order. (c) Respondent No.2 is further directed to communicate the copy of the order issued in connection with the said representation within a period of 3(three) weeks from the date of issue of the said order. [5] It is made clear that the aforesaid direction has been issued as agreed to by both the learned counsel appearing for the parties and without touching upon the merit of the present writ petition. [6] With aforesaid direction and observation, the present writ petition as well as connected application are hereby disposed of. JUDGE Ab. Surjit
