JUSTICE S.R.KRISHNA KUMAR ORAL ORDER In this petition, petitioner seeks the following reliefs: “(a) Issue writ of mandamus or any other writ or direction directing the respondents to implement Annexure-A order passed by the 3rd Respondent vide Order RJDCED315VMK22-23 dated 12.10.2022 and Annexure-B dated 29.10.2022 in RJDCED315VMK22-23 and Annexure-C the Order passed by the 2nd Respondent RJDCED316VVPS2016-17SV-1 as expeditious as possible and not later than 02 months along with interest on the delayed payment; and - 3 - HC-KAR NC: 2026:KHC:16364 WP No. 31143 of 2025 (b) Grant such other and further reliefs deems fit under the circumstances of the case including the cost, in the interests of justice and equity.” 2. Heard learned counsel for the petitioner and learned AGA for respondent Nos.1 to 3 and learned counsel for respondent Nos.4 and 5 and perused the material on record. 3. Learned counsel for the petitioner submits that despite order at Annexure – C dated 28.05.2018 passed by respondent No.2 and the Communications issued vide Annexures – A and dated 12.10.2022 and 29.10.2022 issued by respondent No.3, respondents are not implementing the aforesaid order and as such, the petitioner is before this Court by way of the present petition. 4. Per contra, learned AGA for respondent Nos.1 to 3 submits that if respondent Nos.4 and 5 submits a proposal, respondent Nos.1 to 3 would consider the same and pass appropriate orders / take appropriate decision, in accordance with law. So also, learned counsel for respondent Nos.4 and 5 submits that if reasonable time is given, they would submit a proposal. - 4 - HC-KAR NC: 2026:KHC:16364 WP No. 31143 of 2025 5. In view of the above, I deem it just and appropriate to dispose of the petition by issuing certain directions: ORDER (i) The petition is hereby disposed of. (ii) In the first instance, respondent Nos.4 and 5 are directed to submit a proposal in terms of Annexures – A, B and C dated 12.10.2022, 29.10.2022 and 28.05.2018 to respondent Nos.1 to 3 within a period of six weeks from the date of receipt of a copy of this order. (iii) Immediately upon receipt of the said proposal, the concerned respondent Nos.1 to 3 are directed to take appropriate decision / pass appropriate order in accordance with law, within a period of two months thereafter. 6.
