According to petitioner, he actively participated in the agitation for Uttarakhand State; however, he has not been identified as Rajya Andolankari. Petitioner relies upon a list allegedly prepared by District Magistrate, Udham Singh Nagar in which name of persons who supported Uttarakhand Movement are enumerated. 4. Learned State Counsel, however, submits that as per Government Policy, one must have prison record, intelligence inputs etc. in support of his claim as Rajya Andolankari; since petitioner does not have any document, supporting his claim, therefore, he cannot be declared as Rajya Andolankari. 5. Learned counsel for the petitioner, however, submits that the Competent Authority is yet to take a decision in the matter, therefore, he may be directed to UKHC010105352026 2026:UHC:5120 consider petitioner’s claim for identification as Rajya Andolankari. 6. The writ petition is, accordingly, disposed of with a direction to District Magistrate, Udham Singh Nagar to examine petitioner’s case in the light of applicable Government Policy and take decision, as per law, within nine months from the date of presentation of certified copy of this order.
