Petitioner has challenged order dated 23.05.2026 passed by District Youth Welfare Officer / Prantiya Rakshalk Dal Officer, Chamoli. By the said order, engagement of the petitioner, as PRD Volunteer, was terminated. 5. In para 17 & 18 of the writ petition, it is alleged that order impugned is stigmatic in nature, however, petitioner was not given any opportunity of hearing, while passing the said order. 6. Learned State Counsel was given time to get instructions in the matter. Learned State Counsel submits that he could not get any instructions even though communication was sent to the Office of Prantiya Rakshak Dal as well as District Youth Welfare Officer. UKHC010095252026 2026:UHC:5141 7. Law is settled that any order, which entails civil and evil consequences, have to be passed in conformity with the principle of natural justice. In the present case, the impugned order is passed without hearing the petitioner, therefore, the impugned order is liable to be set aside on this ground alone. 8. Accordingly, the writ petition is allowed. The impugned order dated 23.05.2026 is set aside. The matter is remitted back to respondent no. 3 to pass fresh order in respect of petitioner within four weeks but only after providing reasonable opportunity of hearing to the petitioner.
