Petitioner is presently holding the position of Senior Administrative Officer, to which he was given ad hoc promotion on 8.8.2022. As per the rules, one should have completed minimum one year service after substantive appointment to the post of Senior Administrative Officer, for promotion to the next higher post of Chief Administrative Officer. Petitioner is not substantively promoted as Senior Administrative Officer, therefore his claim is not being considered. (3) Learned Counsel for the petitioner submits that a vigilance enquiry was initiated against petitioner, in which final report was submitted, however final report has not been accepted so far, therefore petitioner has not been given regular promotion to the feeder post of Senior Administrative Officer. (4) Without fulfilling the requirement of the rules, there cannot be any direction to consider petitioner for regular promotion to the post of Chief Administrative Officer. Having regard to the facts of the case, writ petition is UKHC010105102026 2026:UHC:5150 disposed of with liberty to petitioner to make representation to the competent authority.
