1. Mr. Manoj Sah, learned counsel for the petitioner.
2. Dr. Kartikey Hari Gupta, learned counsel for the respondent-University.
3. Petitioner took admission in B.A. Course in Hemwati Nandan Bahuguna, Garhwal Central University in Batch 2017-20. According to petitioner, she could not qualify in B.A. 3rd Semester (History) paper, due to which she could not complete B.A. Course.
4. By means of this writ petition, petitioner has sought the following reliefs:-
(i) Issue a writ order or direction in the nature of Mandamus directing the respondents to issue the marksheet, degree and T.C. (transfer certificate) after considering the grace marks i.e. 2 marks in subject of History (History of India from C.1206 to 1707) to the petitioner or to permit the petitioner to re-appear in the exam for the back paper of History (History of India from C.1206 to 1707).
(ii) Issue a writ order or direction in the nature of mandamus directing the respondents to issue the mark sheet, degree of T.C. (Transfer

2026:UHC:5127 Certificate) to the petitioner after including the number obtained by the petitioner in the back paper i.e. Polity and Society in India.

Learned counsel for the University submits that if petitioner makes representation to the Competent Authority, the same shall be considered, as per law.
6. The writ petition is, accordingly,
disposed of by permitting petitioner to make representation to Registrar of the University. If she makes representation within one week from today, the same shall be considered sympathetically, as per law, within four weeks thereafter.
