The present Writ Petition is filed questioning the action of Respondent Nos.1 to 4 in not filling up the 115 vacant posts (Last Grade Service (LGS)) under the Andhra Pradesh quota in Machkund Hydro Electric (Joint) Scheme project located at Onukudelli, and in ignoring the representations submitted by the displaced unemployed youth, as illegal and arbitrary. 2. The Petitioners are natives of Panasa Village, Vanugumma Gram Panchayat, Munchingiputtu Mandal of Aluri Sitharamaraju District, Andhra Pradesh and they belong to Scheduled Tribe (S.T) community and economically weaker sections. The lands of the Petitioners were submerged for construction of Jalaput (D-Dam) and Machkund Hydro Electric (Joint) Scheme project. As per the bipartite agreement executed between Government of Andhra Pradesh (represented by Andhra Pradesh Power Generation Corporation Limited (AP GENCO)) and the Government of Odisha (represented by Odisha Hydro Power Corporation Limited (OHPC)), certain percentage of posts have to be provided to the local unemployed youth and 8 emphasis was made on Clause No.19, 20, 21 of the bipartite agreement. 3. The grievance of the Petitioners is that there are 115 vacant posts in the Last Grade Service (LGS) under the Andhra Pradesh State quota in the said project, which have to be filled up from the natives of the State of Andhra Pradesh. The Petitioners submitted representations dated 22.04.2026, 24.04.2026, 30.04.2026, and 15.05.2026, requesting to fill up the Last Grade Service (LGS) posts under the Andhra Pradesh quota. However, as the representations submitted by the Petitioners were not being considered, the present Writ Petition came to be filed. 4. Learned Government Pleader for Services – II representing Respondent Nos.1 and 5 and learned Standing Counsel representing Respondent Nos.2, 3 and 4 submitted that the representations given by the Petitioners would be examined and an appropriate decision will be communicated to them at the earliest. 5.
