The grievance of the petitioner is directed against the failure of the respondent WBSEDCL in providing an electricity connection to the petitioner. 2. It is submitted on behalf of the WBSEDCL that there are private civil disputes between the petitioner and the private respondent and the petitioner have been unable to provide any alternative approach for such electricity connection. 3. On behalf of the petitioner it is submitted that there are several alternative approaches to provide such electricity connection and an alternative 2 way leave has also been provided to the WBSEDCL. 4. In view of the conflicting claim of the parties, WPA 5409 of 2026 stands disposed of by directing the concerned District Magistrate having jurisdiction in respect of the subject area to consider the grievance of the petitioner and decide whether an alternative route for providing electricity connection is practical and possible. 5. It is made clear that there has been no adjudication on the merits of the case and all issues are left open for the concerned District Magistrate to decide in accordance with law. 6. It is also made clear that before conducting the above exercise, the District Magistrate will intimate the petitioner, WBSEDCL and the private respondents. 7. The entire exercise is to be concluded within a period of three weeks from the communication of this order. (Ravi Krishan Kapur, J.)
