Petition under Article 226 of the Constitution of India praying that in the circumstances stated in the affidavit filed therewith, the High Court may be pleased to issue an appropriate writ, order or direction more particularly one in nature of Writ of Mandamus declare the inaction and failure of the Respondent in not passing final orders and not completing the mutation process on the Petitioner's fresh online mutation application No. MUT260420046505 dated 20.04.2026 in respect of the Dry Agricultural Land in Survey No. 404-5, admeasuring Ac.
3.78 cents, situated at Kundurpi Village and Mandal, Ananthapuramu District, as ex-facie illegal, arbitrary, and in direct violation of the explicit directionspassed by the 4th Respondent/RDO, Kalyandurg inD.Dis.No.BI/1626/2025 dated 20.03.2026 and in violation of the statutory provisions of the Andhra Pradesh Rights in Land and Pattadar Pass Books Act, 1971 (as amended by Act 8 of 2025) and Rules, 1989 andArticles 14, 21, and 300-A of the Constitution of India and Consequently direct the 3rd Respondent to forthwith complete the mutation process, update the online revenue portals (Webland/Adangal/1-B Namoona), and issue the Pattadar Pass Book and Title Deed in the name of the Minor Petitioner Boya Amrutha, represented by her father-guardian Talari Hanumantharayudu and pass IA NO: 1 OF 2026 Petition under Section 151 CPC praying that in the circumstances stated in the affidavit filed in support of the petition, the High Court may be pleased to Direct the 3rd Respondent to grant mutation of the Petitioner’s name in the revenue records (1-B Namoona and Adangals/Pahani) and issue Pattadar Pass Book and Title Deed in favour of the Petitioner in respect of the schedule property, pending disposal of the Writ Petition and pass Counsel for the Petitioner:

ORDER
The above writ petition is filed to declare the inaction on the part of the 3rd respondent in passing orders pursuant to the application made by the petitioner vide online Mutation Application No.MUT260420046505, dated
20.04.2026 in respect of Ac.3.78 cents in S.No.404-5 of Kundurpi village & Mandal, Anantapuramu District, as illegal and arbitrary.
2. The writ petition was listed on 17.08.2026 and on that day, Sri Divya Teja, learned Assistant Government Pleader for Revenue, submitted that a speaking order was passed on 07.05.2026 and sought time to produce the said order.
3. Today, when the matter is taken up for consideration, Sri Divya Teja, learned Assistant Government Pleader for Revenue, produced the copy of the proceedings vide R.C.No.(A)314/2026, dated 07.05.2026 issued by the 4th respondent-Tahsildar. A copy of the said order is handed over to the learned counsel for the petitioner across the bar.

Learned counsel for the petitioner seeks liberty to challenge the proceedings dated 07.05.2026.
5. Given the facts and circumstances of the case, cause in the writ petition does not survive adjudication.
6. Accordingly, the Writ Petition is Dismissed. No order as to costs.
However, it will not preclude the petitioner from challenging the proceedings issued by the 4th respondent vide R.C.No.(A)314/2026, dated 07.05.2026 before the appropriate forum, if the petitioner is aggrieved.
As a sequel, all the pending miscellaneous applications shall stand closed.
