None appears for the Panchayat and the private respondents despite service. Learned counsel for the petitioner submits that by virtue of work orders issued on August 29, 2026 and November 02, 2016, the petitioner was entrusted with construction of household sanitation under SBM(G) programme. He completed construction of 316 toilets within the specified time limit and was unable to construct the remaining 17 toilets because infrastructure was not provided to him by the concerned households. Completion certificate was issued in his favour on June 18, 2018. The estimated amount for construction of each toilet was fixed at Rs.10,900/- out of which Rs.900/- was the contribution of the beneficiary of the scheme and the remaining Rs.10,000/- was to be paid by the Government as subsidy. The petitioner alleges that out of the entire due amount of Rs.31,60,000/-, the petitioner has received only Rs. 6,00,000/- from the respondents. The remaining amount is due. Pursuant to a representation submitted by the petitioner before the concerned authority on March 17, 2025 for clearance of his dues, a notice was issued by the Block Development Officer, Raipur Development Block on April 30, 2025 requesting the petitioner to appear before the concerned authority with relevant documents. Despite the petitioner complying with the said notice, the payment is yet to be made. In view of the fact that completion certificate has been issued in favour of the petitioner in respect of 316 household sanitation and the representation submitted by the petitioner for release of the due amount is pending, the Executive Officer, Raipur Panchayat Samity being the 2nd respondent herein, is directed to consider and dispose of the same within four weeks from the date of communication of this order upon giving reasonable opportunity of hearing to the petitioner, if required. In the event the authority arrives at a conclusion in favour of the petitioner, necessary consequential steps be taken at the earliest. The writ petition is disposed of. There shall, however, be no order as to costs.
