Petitioner has filed this petition seeking following relief (s) :- “10.(i) That the Hon’ble Court may kindly be pleased to allow this petition and be please to quash the impugned order dated 10.03.2026 (P/1) & impugned order dated BALRAM PRASAD DEWANGAN Digitally signed by BALRAM PRASAD DEWANGAN 2 03.10.2025 (P/2) issued by respondent No.3 Collector District Sukma (C.G.) being illegal and without jurisdiction. 10.(ii) That, the Hon’ble Court may kindly be pleased to call for the record relating to petitioner’s matter if may deem fit and proper. 10.(iii)Pass any other order the Hon’ble Court may deem fit in the interest of justice.” 2. Learned counsel for petitioner submits that petitioner was initially holding the post of Chief Executive Officer, Janpad Panchayat and was posted as Chief Executive Officer, Janpad Panchayat, Konta, however, Collector, Sukma coming to know that petitioner is suffering with some medical ailment, he was temporarily ordered to work in the office of Chief Executive Officer, Zila Panchayat, Sukma. Petitioner after some days have cured and become fit to discharge his duties. He thereafter was engaged in the SIR work. After completion of SIR work, petitioner ought to have been posted in his substantive place of posting i.e. Chief Executive Officer, Janpad Panchayat, Konta, but when he was not being ordered to be posted as Chief Executive Officer, Janpad Panchayat, Konta, he submitted representation before the Collector on 12.03.2026, which till date is not considered and decided. He also submits that according to circular issued by the State Government, Chief Executive Officers are not to be shifted from one place to another without prior permission of the State Government. In support of his contention, he referred to Annexure P-4, the circular dated 11.04.2025. 3 3. Learned State counsel submits that as representation is already submitted by petitioner before respondent No.3, it will be considered in accordance with law. 4. I have heard learned counsel for parties and perused the documents placed on record. 5. Grievance of petitioner is that when he was holding the substantive post of Chief Executive Officer, and was posted at Janpad Panchayat, Konta, District – Sukma, respondent No.3 had temporarily posted the petitioner in the office of Zila Panchayat, Sukma to work for sometime. It is not brought to the notice of this Court that any Chief Executive Officer holding the substantive post has been posted at Janpad Panchayat, Konta. 6. In the aforementioned facts of the case and also considering the circular issued by the State Government dated 11.04.2025 I find it appropriate to dispose of this writ petition at this stage, permitting petitioner to submit fresh representation before respondents No.1 to 3 and if such a representation is submitted, the concerned authorities shall consider and decide the same keeping in mind the circular of the State Government dated 11.04.2025 in accordance with law expeditiously preferably further period of six weeks from the date of receipt of this order. 7.
