This writ petition was filed in 2018, seeking the following reliefs:- (i) A writ order or direction in the nature of mandamus directing the respondents to redesign the “length of approach road” on National Highway 74 from Maharana Pratap Chowk towards Moradabad in Kashipur from 230 meters (modified) to 165 meters (original plan). (ii) A writ order or direction in the nature of mandamus directing the respondents to reduce the “length of approach road” on National Highway 74 from Maharana Pratap Chowk towards Moradabad from 230 meters (modified) to 165 meters (original plan) being technically possible. (iii) A writ order or direction in the nature of mandamus directing the respondents to plan and design the “length of approach” road being planned on NH 74 from Maharana Pratap Chowk towards Moradabad in a manner causing as little damage as possible to the livelihood of the petitioner. 5. Learned State Counsel submits that the work of National Highway was completed long back, therefore, the relief, as claimed in the writ petition, cannot be granted. UKHC010063682018 2026:UHC:4989 6. Even otherwise also, this Court cannot direct the NHAI to redesign the approach road, as it is the task of experts. In the absence of expertise in the matter, any interference by this Court, while exercising power of judicial review will not be proper. 7. Thus, the writ petition fails and is dismissed.
