ORDER:
1. The present Writ Petition is filed questioning the inaction of the Respondents in not paying the salary to the Petitioner from the date of his joining to till date, as illegal and arbitrary.
2. The Petitioner was appointed as an Attender on an outsourcing basis (APCOS) in the Government B.C. Boys Hostel, Sambepalle, Annamayya District, vide proceedings dated 28.12.2023, and joined duty on 01.01.2024. Since then, he has been discharging his duties to the best of his ability. However, the salary due to the Petitioner has not been paid to him till date. Hence, the present Writ Petition came to be filed. 3. Learned Assistant Government Pleader passed on signed instructions issued by District B.C. Welfare and Empowerment Officer/Respondent No.3, dated 26.07.2026, wherein it was submitted that the District Collector had informed the Respondent No.6 that the Petitioner was attending to his duties from 01.01.2024 with candidate ID No.212663435 and requested for certain approvals from

Respondent No.6, to pay the salary to the Petitioner. The relevant portion of the written instructions is extracted below:- It is respectfully submitted that, in the reference 9th cited, the District Collector, Y.S.R Kadapa District had informed the Managing Director, APCOS, A.P., Vijayawada that Sri Y.Srinivas, Attender (OS) was appointed on 28-12-2023 and has been attending to his duties from 01-01-2024 to till to date and the details has been entered in APCOS website with candidate ID: 212663435 with due approval of the District Collector, Y.S.R. Kadapa District and there is no option for final confirmation of the DDO under HOA: 2225032770007300302 (Pre-Matric) and also to process the Salary Bills of the individual and hence requested the Managing Director, APCOS, A.P., Vijayawada to kindly enable Biometric Confirmation of the DDO in APCOS website and also enable the supplementary attendance in APCOS website for the period from January, 2024 to till to date, so as to enable this Office to generate and process the Salaries of the individual working in B.C. Welfare Department (DDO Code: 12012503002) at an early date. 4. Heard the counsels. 5.

As there is no dispute to the appointment of the Petitioner and discharge of duties by him, the Writ Petition is disposed of, with the following directions:- (i) The Respondent No.6 is directed to complete the formalities as referred above, as expeditiously as possible, and to pay the salary to the Petitioner, within a period of two months from the date of receipt of a copy of this order. (ii). No order as to costs. 5
