Mr. Dushyant Mainali, learned counsel for the petitioner. 2. Mr. Ravi Bisht, learned counsel for the respondent-LIC. 3. Petitioner is employed as Development Officer in Life Insurance Company of India at Haldwani. He has challenged a circular dated 09.10.2025 issued by Senior Divisional Manager, LIC, Haldwani, whereby certain instructions were issued regarding engagement of BIMA SAKHIS. 4. Petitioner is aggrieved by the following paragraph contained in the said circular:- “Since the exercise is being carried out in coordination with the State Level Authorities therefore, while registering the Bima Sakhis, Care should be taken that only the local branch field supervisors are to be allowed to sponsor these Bima Sakhis.” 5. Learned counsel for the petitioner submits that stipulation in the impugned communication that BIMA SAKHIS, who are resident of some other area should not be sponsored, is unsustainable. 6. Learned counsel for the respondent, however, refers to a letter dated 09.09.2025 issued by State Rural Livelihood Mission, which is on record as annexure 7 to the writ petition. By UKHC010106332026 2026:UHC:4940 referring to para 3 of the said letter, counsel for the LIC submits that BIMA SAKHIS are to be engaged at the Gram Panchayat Level, as per the Government directive, therefore, there is nothing wrong in the circular issued by Senior Divisional Manager, LIC. 7. This Court does not find any reason to interfere with the impugned circular. Firstly, because it is an inter- departmental communication and it is for the Competent Authority in LIC to manage its business. Secondly, aforesaid stipulation made in the impugned circular is in accordance with the instructions issued by State Rural Livelihood Mission. Thus, there is no scope for interference in the matter. 8. Accordingly, the writ petition fails and is dismissed. However, petitioner shall be at liberty to approach the Grievance Redressal Cell and he shall also be at liberty to raise all contention before it.
