3. The petitioner has filed the present petition seeking a direction to the respondents to pay arrears of salary including balance retiral dues of the petitioner within a stipulated time.
4. The petitioner retired from the post of Head Master, Junior High School on 31.07.2016. Some of the arrears of salary as well as some retiral dues have already been paid to the petitioner. The petitioner contends that balance of arrears of salary and retiral dues are pending with the respondent department. The petitioner contends that earlier he moved a representation to the respondent no.4 but no decision has been taken by the respondent no.4 in the representation of the petitioner. The petitioner is therefore before this Court.
5. The petitioner contends that this Court may take cognizance on the matter that the petitioner retired in the year 2016, and may direct the respondents to decide the representation pending disposal with the respondent authority.
6. Since the representation is not annexed with the writ petition and further the date of the representation is not pleaded in the writ petition, therefore, it would

be conducive in the interest of justice that the petitioner be given liberty to file a fresh representation ventilating his grievance therein and the respondent no.4 is directed to decide the said representation within a stipulated time.
7. Learned counsel for the State does not have any objection if such an order is passed by this Court.
8. The writ petition is finally disposed of. It is provided that the petitioner shall file a representation within a period of 15 days from today ventilating his grievance in detail and if such representation is filed by the petitioner within 15 days, the respondent no.4 shall decide the same within eight weeks thereafter by a speaking and reasoned order strictly in accordance with law after satisfying itself about the entitlement of the petitioner.
