When the matter was taken up for hearing, the learned Government Advocate (Criminal Side) appearing for the respondents, on instructions, submitted that the petitioner is a habitual offender indulging in rowdy activities, extortion, etc and therefore, a History Sheeted Rowdy Book in H.S.No.973 of 2017 was opened against him and the respondent- police have visited the petitioner’s house only as a routine checkup and that the respondent-police are not unnecessarily harassing the petitioner. 3.
