It is submitted that since then the case has not proceeded. 5. None appears for the State in spite of service. 6. Accordingly, the writ application is disposed of with the direction that the Certificate Officer in the present case being the respondent no. 4 being supervised by the respondent no. 5, the District Magistrate & Collector, Hooghly, shall make all endeavour to dispose of the certificate proceedings expeditiously, 2 preferably within four months from the date of this order. 7.
