By means of this writ petition, petitioner has sought the following reliefs:- (i) Issue a writ order or direction in the nature of mandamus directing and commanding the respondent no. 1 & 2 to consider and decide the petitioner’s representation dated 12.05.2026 for constituting a Special Investigation Team (SIT) or to get the matter investigated through an independent agency under the supervision of this Hon’ble Court regarding the corruption, irregularities, illegal appointments, misuse of funds, tender manipulation and financial loss caused in PTCUL, UJVNL and UPCL. (ii) Issue a writ, order or direction in the nature of mandamus directing the respondents to produce all relevant records pertaining to appointments, tender processes, project execution reports, ADB funded projects and financial approvals for scrutiny before this Hon’ble Court. (iii) Issue a writ, order or direction in the nature of mandamus directing appropriate action against UKHC010092172026 2026:UHC:4993 officials, contractors/companies and other persons found responsible for financial irregularities, corruption or abuse of official position. 5. Learned counsel for the petitioner submits that illegal appointments have been made in all State Power Sector Undertakings, especially in Power Transmission Corporation of Uttarakhand Ltd. He submits that he has been making representation to Secretary, Department of Energy, however, no decision is being taken thereupon. 6. Mr. Shobhit Saharia, learned counsel appearing for PTCUL submits that petitioner was asked to file affidavit in support of the complaint, but he has not filed any affidavit, therefore, no progress could be made in deciding his representation. 7. Learned counsel for the petitioner submits that petitioner will file affidavit in support of complaint within one week from today. 8. The writ petition is, accordingly, disposed of by directing respondent no. 1 to take decision on petitioner’s representation dated 12.05.2026, as per law, within six weeks from the date of presentation of certified copy of this order, provided petitioner shall file affidavit within one week.
