By the present writ petition, the petitioner seeks direction upon the respondent authorities particularly, respondent no.6 and 7, North 24-Parganas District Primary School Council to issue ‘no-objection’ certificate in favour of the petitioner in order to enable her to complete her admission process for two-year Diploma in Elementary Education (in short-D.El.Ed). course for the sessions 2025-2027. 3. Mr. Chittapriya Ghosh, learned Advocate appearing on behalf of the petitioner submits that the petitioner is an Assistant Teacher of Sadhan Chandra F.P. School under Barasar West Circle within the North 24- 2 Parganas District Primary School Council. The petitioner has taken endeavour to apply for admission in two-year D.El.Ed. course. However, she is unable to complete the admission process due to non-issuance of ‘no-objection’ certificate by the respondent Council. Such action of the Council is arbitrary. He seeks for appropriate orders. 4. Mr. Subir Sanyal, learned Senior Advocate appearing on behalf of the West Bengal Board of Primary Education submits that the grievance of the petitioner is that due to non-furnishing of ‘no-objection’ certificate by the Council, the petitioner could not complete her admission process. He informs this Court that the admission process has already been closed on 17th December, 2025 in respect of the candidates under recruitment process initiated in the year 2009 and the classes have also started in the month of February, 2026. Thus, there is no scope for the petitioner to complete her admission in the present session. However, the petitioner may submit application for admission in the session to be notified along with ‘no- objection’ certificate from the Council who is the employer. 5. Mr. Pinaki Bhattacharya, learned Advocate appearing on behalf of the North 24-Parganas District Primary School Council submits that the Council will issue ‘no- objection’ certificate in the event the petitioner applies for the coming session of 2026-2028 and her name feature in the approved merit list of the Board. 3 6. Considering the fact that the admission to D.EL.Ed course 2025-26 has been closed and the course has already commenced, no relief can be granted in writ petition. 7. Accordingly, the writ petition being WPA 2127 of 2026 is disposed of without any order. 8. Since no affidavits have been called for, the allegation made in the writ petition is deemed to be not admitted. 9. Interim order, if any, stands vacated. 10. All connected applications, if any, stand disposed of. 11. There shall be no order as to costs. 12. All concerned parties shall act in terms of the copy of the order duly downloaded from the official website of this Court. 13.
