Heard the learned counsel for the petitioner Mr. Yangro Humtsoe. The main contention of the petitioner is that he had re- ceived summons dated 06.02.2026 from the office of the Additional Director General of Police Anti Terrorist Squad, Gujarat stating that an investigation is being carried out by the ATS Gujarat Police Sta- tion in connection with the FIR 02/2025. The petitioner did not re- ceived any reply to the said electronic communication dated 14.02.2026 therefore, the petitioner sent a parcel via India Post on 16.02.2026 addressed to the investigating agency containing copies of medical documents highlighting the petitioner’s medical state and copy of a written statement categorically stating the functioning of the Arms Branch in the office of the Deputy Commissioner, Wokha. The tracking of the parcel shows that the same was delivered suc- cessfully. However, the petitioner received another fresh summon dated 21.02.2026 from the office of the Additional Director General of Police Anti Terrorist Squad, Gujarat Ahmedabad directing the peti- tioner to appear in person before the Investigating Officer at the of- fice of the ATS Gujarat Police Station, Gujarat Ahmedabad on
