This Hon’ble Court may kindly be pleased to issue appropriate writ, order, direction and quash the impugned orders Annexures P/1 and P/2 dated 20.03.2026. 10.2. This Hon’ble Court may kindly be pleased to issue sutiable writ, order, direction directing the respondent State authorities to validate the Bond Completion Cum Service Certificate and the respondents may be further directed to restrain them from proceeding further in the proposed disciplinary proceedings. 10.3. This Hon’ble Court may kindly be pleased to grant any other relief as it may deem fit and appropriate. 2. Counsel for the petitioner submits that the petitioner completed his Post Graduation (MD in Community Medicine) from a Medical College in the State of Chhattisgarh and in terms of the applicable conditions, executed a bond to serve the State for a period of two years. The petitioner has served the State Government for a period of two years. 3. It is submitted that the petitioner has duly served the State Government for the stipulated period of two years and thereafter obtained the requisite 3 certificate. However, subsequently, the respondent authorities cancelled the said certificate vide Annexure-P/2 and on the same date, issued a show cause notice to the petitioner. The petitioner has already submitted a reply to the show cause notice, however, no decision has been taken thereon. It is further contended that the show cause notice has been issued by the respondent/authorities on incorrect and untenable facts. 4. Counsel for the State submits that the records indicate that a show cause notice has been issued to the petitioner calling upon him to explain as to why departmental enquiry proceedings be not initiated against him. It is further submitted that that petitioner has already submitted his reply to the show cause notice on 23.03.2026 which was received in the office of the Director, Health Services on 24.03.2026 and the same shall be considered in accordance with law. 5. I have heard counsel for the parties and perused the documents annexed with the petition. 6. The grievance of the petitioner is that the certificate evidencing discharge of service for a period of two years under the bond, issued in his favour has been cancelled and thereafter a show cause notice has been issued. 7. In the facts of the the present case, particularly in view of the fact that the petitioner has already submitted a reply to the show cause notice, instead of keeping this writ petition pending, I find it appropriate to dispose of this writ petition at this stage, directing the respondent No.2 to take decision on the reply submitted by the petitioner to the show cause notice in accordance with law expeditiously preferably within a period of two weeks from the date of 4 receipt of copy of this order. 8. With the aforesaid observations and directions, the writ petitions stands disposed of. Sd/- (Parth Prateem Sahu) Judge
