By way of filing this writ petition, the petitioner has assailed order dated 09.07.2024 passed by the Director, Elementary Education, Rajasthan, Bikaner, whereby respondents have not acceded the request made by learned counsel for the petitioner for allotting a district of petitioner's choice. 2. Learned counsel for the petitioner submits that although the petitioner participated in the recruitment process initiated vide advertisement dated 16.12.2022 but for the reasons, which were not attributable to the petitioner, petitioner was [2026:RJ-JP:12007] (2 of 2) [CW-5170/2026] appointed later and in the meanwhile after counselling, districts were allotted to the persons appointed pursuant to initial select list. Learned counsel submits that thus, the petitioner was deprived of any opportunity to participate in counselling process for district allotment and under these circumstances, petitioner was appointed district Jhalawar. 3. Learned counsel further submits that earlier the petitioner filed S.B. Civil Writ Petition No.8295/2024 before the Principal Seat of this Court at Jodhpur, where liberty was granted to the petitioner to submit a representation, however, the representation filed by the petitioner has been dismissed by the Director, Elementary Education, Rajasthan, Bikaner vide order dated 09.07.2024. 4. Firstly, order dated 09.07.2024 has been challenged by the petitioner by way of filing the writ petition in March, 2026 and no reason whatsoever, much less than sufficient cause, has been given in the memo of writ petition for justifying such delay of more than one and half years and even otherwise, it is settled proposition of law that the employer is well within its right to post any of its employee as per the administrative exigencies and convenience therefore, no statutory right of the petitioner has been violated and hence, the writ petition filed by the petitioner is hereby dismissed being devoid of any substance and merit. 5.
