Bheigya Meitei, learned counsel appeared on behalf of the respondents. [2] In view of the limited prayer made on behalf of the petitioner and as agreed to by both the counsel appearing for the parties, the present writ petition is being disposed of at that motion stage. [3] At the outset, the learned counsel appearing for the petitioner submitted that for redressing the grievances raised by the petitioner in the present writ petition, the petitioner has already approached the Deputy Commissioner/District Magistrate, Thoubal District, Manipur (respondent No. 3), by submitting a representation dated 20.03.2026 and that the said representation is still pending for consideration and disposal. The learned counsel submitted that the petitioner will be satisfied for the time being if the present writ petition is disposed of by issuing a simple direction to the respondent No. 3 to consider the said representation on its own merit and strictly in terms of applicable act and rules and to dispose of the same by issuing a speaking order within a stipulated period. [4] Mr. H. Debendra, learned senior advocate and Deputy AG appearing for the respondents fairly submitted that as the prayer made on behalf of the petitioner is confined to the consideration and 2026:MNHC:146 WP (C) No. 547 of 2026 Page 3 disposal of the representation submitted by him, he has no objection in disposing of this writ petition as prayed for. [5] Considering the submission made by the learned counsel appearing for the parties and on examination of the record, this Court is satisfied that it will be in the interest of justice to issue the following directions:- 1) The Deputy Commissioner/District Magistrate, Thoubal District, is hereby directed to consider the aforesaid representation dated 20.03.2026 submitted by the petitioner on its own merit and strictly in terms of applicable law and to dispose of the same by issuing a speaking order. 2) The whole process should be completed within a period of 3 months from the date of receipt of a certified copy of this order. 3) The respondent No. 3 is further directed to furnish a copy of the order passed in connection with the said representation to the petitioner within a period of 3 weeks from the issuance of such an order. 2026:MNHC:146 WP (C) No. 547 of 2026 Page 4 4) The aforesaid directions have been given on the consent arrived at between the counsel representing the parties and without touching upon the merit of the writ petition.
