The petitioner has preferred this writ petition under Article 226 of the Constitution of India seeking following reliefs :- 1. Issuance of an appropriate writ, order or direction directing AVANISH KUMAR PATHAK Digitally signed by AVANISH KUMAR PATHAK Date: 2026.04.22 11:13:27 +0530 2 the Respondent authorities and/or the constituted Inquiry Committee to conclude the inquiry and decide the pending complaint/representations submitted by the Petitioner within a time-bound manner, by a speaking order, in accordance with law and to communicate the outcome thereof to the Petitioner, and/or 2. Costs of the Petition. 3. Any other relief as deemed fit by this Hon'ble Court. 2. Learned counsel for the petitioner would submit that, respondent/CG State Rural Livelihood Mission (henceforth referred to as ‘SRLM’) invited proposals through a request for proposal from the Project Implementing Agencies (henceforth referred to as ‘PIA’) for the education and up-liftment of poor underprivileged students. Under the applicable guidelines governing the said scheme, the PIAs are required to undergo a multi stage evaluation process consisting of Initial Screening, Qualitative Appraisal, Pre-Proposal Approval Committee evaluation and Proposal Approval Committee evaluation along with verification of statutory compliance, financial capability and training infrastructure, but concerned authority made serious irregularities in allotment process, therefore, on complaint filed by the petitioner, an inquiry committee has been constituted in the chairmanship of respondent No. 3. In pursuance of the complaint made by the petitioner, he was also served notice by the respondent No. 3 to submit evidenciary record and documents, oral submission, written submission on 5-1-2026. Learned counsel further submits that, the 3 petitioner filed evidence, documents, etc. but, despite repeated applications, inquiry has not been completed yet. Hence, he prays that, respondent No. 3 be directed to conclude inquiry proceeding being conducted by the Committee in pursuance of application/representation filed by the petitioner. 3. Learned counsel for the State has no objection to allow above limited prayer. 4. Considering the limited prayer made by learned counsel for the petitioner, without entering into merits of the case, this writ petition is disposed of directing the respondent No. 3 to conclude the inquiry proceedings in pursuance of application / representation filed by the petitioner. Said inquiry be completed as early as possible preferably within a period of 90 days from the date of receipt of copy of this order, if the same has not yet been decided. 5.
