This is an application praying for impleadment of the parties, namely- the National Highways and Infrastructure Development Corporation Limited (NHIDCL), represented by its General Manager, Namsai Project Office; the Principal Chief Conservator of Forests (PCCF), Department of Environment, Page No.# 6/7 Forests and Climate Change, Government of Arunachal Pradesh, Itanagar; and the Power Grid Corporation of India Limited (PGCIL), represented by its General Manager/Assistant General Manager, Namsai Project Office, Namsai District, Arunachal Pradesh, as party respondents No.6, 7 and 8 respectively in the connected writ petition, being WP(C) No.126(AP)/2026. The applicants have approached this Court by way of a writ petition, being WP(C) No.126(AP)/2026, challenging the classification of their ancestral lands as reserved forest based on preliminary notifications issued in 1977. The applicants have also prayed for payment of fair compensation in respect of land taken for construction of road for a stretch of 18.464 KM Demwe-Brahmukund Road Project (NH-113), as well as for payment in respect of power grid installation over their ancestral land. This Court, on 26.03.2026, had observed that the parties (now sought to be impleaded in the present application) are necessary parties and, accordingly, allowed the petitioners to take necessary steps for their impleadment. Having considered the nature of the issue involved in the connected writ petition and also considering the observation made by this Court, as well as, as agreed to by the parties, I deem it appropriate to allow this application, as the parties sought to be impleaded appear to be necessary parties for proper adjudication of the matter. Accordingly, the parties namely- (i) the National Highways and Infrastructure Development Corporation Limited (NHIDCL), represented by its General Manager, Namsai Project Office, PO & PS Namsai, Namsai District, Arunachal Pradesh, Pin-792103; (ii) the Principal Chief Conservator of Forests (PCCF), Department of Environment, Forests and Climate Change, Government Page No.# 7/7 of Arunachal Pradesh, Itanagar, Arunachal Pradesh, Pin-791111; and (iii) the Power Grid Corporation of India Limited (PGCIL), represented by its General Manager/Assistant General Manager, Namsai Project Office, PO & PS Namsai, Namsai District, Arunachal Pradesh, are allowed to be impleaded as party respondents No.6, 7 and 8 in the connected writ petition.
