Learned counsel appearing for the petitioner would submit that the petitioner has challenged the order dated 09.11.2022, whereby a guideline was issued by the Collector for counseling. He would contend that representation was made by the petitioner on 21.11.2022 before the District Collector to consider the name of the petitioner for promotion, but till date it has not been decided. 3. Learned Panel Lawyer appearing for the State/respondents would submit that counseling for promotion was carried out in the year 2022- 23 and by efflux of time, this petition has become infructuous. 4. Heard. 5. The petitioner has challenged the guidelines issued by the Collector to carry out counseling for promotion to the post of Head Master, Primary School. It appears that counseling would have been concluded in the year 2022-23 and no order can be passed in favour of the petitioner after lapse of 04 years. 6. With regard to next prayer, if representation made by the petitioner is still pending before the concerned Collector, it is expected that the authority concerned will decide it expeditiously. 7.
