He states that the respondent Nos. 1 and 2 have not made arrangements for discharge of sewerage from the proposed layout. He wants Rules 54 and 55 of the Tamil Nadu Combined Building Rules to be enforced. He claims that he is the necessary party as he is the area Ward Councilor. 2. I heard Mr.C.Prakasam. I have gone through the affidavit. 3. The prayer in the writ petition is to direct the Executive Officer, Kodumudi Town Panchayat, to grant technical approval for sewerage and rainwater drainage for the petitioner’s layout. The fourth respondent, the Executive Officer of the Kodumudi Town Panchayat has been contesting the case with full vigour. In fact, it was pursuant to the objections raised by the Additional Advocate General appearing on behalf of the fourth respondent that an Expert Committee was directed to inspect the area and submit a report. 4. The presence of a Councillor would only muddy the water, as he is neither the promoter of the layout nor an objector. It appears that an attempt is being made to fish in troubled waters.
