Learned AGA accepts notice for respondent No.1, Sri A.V.Gangadharappa, learned counsel is directed to accept notice for respondent No.2. 2. Petitioner is before this Court seeking for the following reliefs: "a) Issue a Writ in the nature of MANDAMUS directing the 2nd Respondent (The Commissioner, City Municipal Council, Channapatna) to consider the representation of the Petitioner dated 05.12.2022 Annexure-E and effect the transfer of Khatha in the name of the Petitioner in respect of the Schedule Property bearing Site No.B-144, Municipal Khatha No.2347, situated at Mangalavarapete, Channapatna Town, expeditiously within a time frame fixed by this Hon'ble Court. b) Award the costs of this petition; and c) Pass such other order or orders as this Hon'ble Court may deem fit and proper in the facts and - 3 - HC-KAR NC: 2026:KHC:11931 WP No. 5906 of 2026 circumstances of the case, in the interest of justice and equity." 3. The petitioner claims that the property bearing Municipal Katha No.2347, Site No.B-144 situated at IDSMT Layout, Mangalavarpete, Channapatna Town, was allotted by respondent No.2-Municipality to one Smt.Sunanda on 13.08.2007. In pursuance of which, a sale deed came to be executed and registered on 13.08.2007, who subsequently sold the same to the mother of the petitioner vide a registered sale deed dated 07.01.2008. The said mother had executed a will on 10.07.2020 in favour of the petitioner. In pursuance of which, the petitioner had made an application for transfer of Khata on 05.12.2022. The same not having been considered, the petitioner had also submitted a representation on 05.12.2022 at Annexure-E. The same not having been considered, the petitioner is before this Court seeking for the aforesaid reliefs. 4. Whenever any application for transfer of Khata is made by a citizen, it is required to be considered within the time limits prescribed under the Karnataka Sakala - 4 - HC-KAR NC: 2026:KHC:11931 WP No. 5906 of 2026 Services Act, 2011, and (Amendment) Act, 2014 and necessary orders passed either accepting or rejecting the application filed. 5. In the present matter, no order having been passed in respect to the said application, but however, considering that the said application having been submitted in a physical format and not in an online manner, I am of the considered opinion that a direction could be issued to the respondents to consider an application if filed in an online manner accompanied by necessary documents. 6. As such, I pass the following: ORDER i. Petition stands disposed of reserving liberty to the petitioner to file online application accompanied by necessary documents, which shall be considered by respondent No.2 within 30 days of such filing.
