The only reason stated in the affidavit filed in support of this Miscellaneous Petition would show that there was an administrative delay. Even stage wise administrative delay has not been narrated properly and such a vague reason stated for condoning the enormous delay is unacceptable. 3. Therefore the delay is un-condonable.
