The grievance of the petitioner is directed against non-consideration of a representation dated 14th May, 2016 addressed to the Assistant Engineer, WBSEDCL. The petitioner complains of incorrect details in the bill being raised in favour of the petitioner. On behalf of WBSEDCL, it is submitted that there are private civil disputes which cannot be decided in a summary proceeding of this nature. In such circumstances, WPA 7074 of 2020 along with connected application stands disposed of by directing the respondent no. 5 to consider 2 the representation of the petitioner strictly in accordance with law after giving right of hearing to all the interested parties within a period of eight weeks from the date of communication of this order. It is made clear that there has been no expression on the merits of the case and all issues are left open to the respondent no. 5 to decide in accordance with law.
