Dhar, learned counsel for the applicant. Also heard Ms. S. Bora, learned counsel for the respondent/BTC as well as Mr. D. Upamanyu, learned counsel for the respondent Nos. 1 & 2. This is an application praying for impleadment of the University Grant Commission, and the Director of Education, BTC, Assam as respondent Nos. 7 & 8, respectively, in the connected writ petition, being WP(C) No. 1898/2025. The applicant has instituted the connected writ petition challenging the appointment of one Dr. Lakhmi Basumatary, respondent No. 6 in the writ petition, alleging that the said appointment is dehors the applicable Rules. The applicant submits that while filing the writ petition, inadvertently, the parties sought to be impleaded herein have not been arrayed as party respondents, though they are the necessary parties for effective adjudication of the dispute involved in the writ petition. Having considered the issue involved in the connected writ petition as regards the appointment to the post Assistant Professor, which is governed by the Rules and Regulations of the University Grants Commission as well as the Education Department, BTC, I am of the considered view that the parties sought to be impleaded in the connected writ petition would be the necessary parties for proper adjudication of the matter. Thus, I deem it appropriate to allow this Page No.# 5/5 interlocutory application. Accordingly, the University Grant Commission, Head Office at Bahadur Shah Zafar Marg, New Delhi, PIN- 110002, and the Director of Education, BTC, Station Road, Kokrajhar, BTC, Assam are allowed to be impleaded as respondent Nos. 7 & 8, respectively, in the connected writ petition, being WP(C) No. 1898/2025.
