This Writ Petition under Article 226 of the Constitution of India has been filed for the followings reliefs:- "i. That, this Hon'ble Court may kindly be pleased to direct the respondents to decide the complaint of the petitioner expeditiously. iii. Any other relief, which this Hon'ble Court deems fit and proper, may also kindly be granted to the petitioner, in the interest of justice." 2. Learned counsel for the petitioner submits that the petitioner has purchased the subject land bearing Khasra No. 872/8 and admeasuring 0.75 acres, situated at Village Meuu, Patwari Halka No.17, Pamgarh, District Janjgir- Champa, by way of a registered sale deed dated 11.09.2023 from Raju Sahu, Ramesh Kumar Sahu, Ganpat Sahu, and Radhika Sahu. After said purchase, mutation proceedings were completed, the name of the petitioner was recorded in the revenue records, and subsequently, the name of the petitioner was also registered in the Bhuiyan Portal. Counsel further submits that the petitioner took a loan from Yes Bank against the aforesaid land. However, when the petitioner filed an application before respondent No.3 for the issuance of a Digitally Signed Certificate of the aforesaid land, the same was not provided to the petitioner, due to which the petitioner is facing difficulties in doing land related work. Thereafter, the petitioner repeatedly requested the respondent/Authority to issue/upload the Digital Signature Certificate, but the same has not been provided to the petitioner. 3. In reply, learned State counsel submits that pursuant to the direction given by this Court on 02.04.2026, an enquiry report has been submitted before the Collector, Janjgir-Champa, vide document Annexure-A. It mentions therein that the subject land is part and parcel of the government land 3 bearing Khasra No.872, however, it is not clear how said government land was recorded in the name of the erstwhile owner, namely, Rasalu, son of Paklu. Further, there is no mention in the subject Khasra Panchshala of the year 1992-93 as to the grounds on which the name of the erstwhile owner, Rasalu, son of Paklu, was recorded. 4. Heard learned counsel for the parties and perused the documents placed with the petition. 5. Having considered the submissions of learned counsel for the parties and the enquiry report (Annexure-A), without entering into the merits of the case, this petition is disposed of at this stage with a direction to the Collector, Janjgir-Champa, to pass a speaking and reasoned order in respect of the enquiry report (Annexure-A) dated 25.02.2026 prepared by the team of Revenue Officers, after providing due opportunity of hearing to the petitioner. The aforesaid exercise shall be completed as early as possible, preferably within a period of 45 days from today. 6. It is further observed that until the decision of the concerned Collector, no coercive steps shall be taken against the petitioner. 7.
