The petitioner has filed this writ petition seeking following reliefs:- “1That, this Hon'ble Court may kindly be pleased to issue an appropriate Writ quashing the Departmental Promotion Committee (DPC) proceedings dated 23.09.2025 (Annexure P-1) on the ground that the same are arbitrary, capricious, non-speaking, and violative of Articles 14 and 16 of the Constitution of India. 10.2 That this Hon'ble Court may kindly be pleased to issue an appropriate Writ and quash the impugned promotion orders dated 01.10.2025 (ΑΝΝEXURE P- 6) which have been made while taking entirely wrong considerations by the DPC. 10.3 That this Hon'ble Court may kindly be pleased to issue an appropriate Writ directing the Respondent Corporation to conduct a fresh/review DPC for considering the names of all the eligible officers including the petitioner for promotion to the post of Deputy General Manager / Chief Executive Officer by following the relevant Corporation Service Rules in letter and spirit and thereafter recommend the names for promotion to the said post expeditiously within a stipulated time. 3 10.4 That this Hon'ble Court may kindly be pleased to issue an appropriate Writ directing the Respondent Corporation to grant the Petitioner all consequential benefits arising from the said promotion, including enhanced salary, benefits, allowances, seniority, pension, and all other.monetary and non-monetary benefits, with effect from the date when the Petitioner should have been promoted. 10.5 Any other relief or reliefs that may be deemed fit and proper in the facts and circumstances of the case including the cost of petition may also kindly be granted.” 2. Learned counsel for the petitioner submits that petitioner is holding the post of Assistant General Manager and has became eligible for consideration of his name for promotion on the post of Deputy General Manager. However, his name was not considered by the Departmental Promotion Committee, the meeting of which was convened on 23.09.2025 and the Respondents No. 3 to 9 were considered and promoted. He contended that the Respondents No. 3 to 9 who were promoted are having less experience than the petitioner. Petitioner has submitted representations before the respondent authorities on 31.10.2025 and 03.12.2025 (Annexure P/7), however, none of the representations have been considered and decided till date and therefore, direction be issued to the Respondents to take decision on the pending representations submitted by the petitioner at the earliest within specified time frame. 3. On the other hand, learned counsel for the Respondent No. 2 would submit that as petitioner is not pressing this writ petition on merits and is only seeking a direction to the Respondent No. 2 to consider and take decision on the representations, he is having no objection to the limited prayer. 4. I have heard learned counsel for the parties and perused the documents placed on record. 4 5. On due consideration of the submission of counsel for the respective parties, facts and circumstances of the case, nature of grievance raised by the petitioner, without entering into merits of the claim of petitioner, this writ petition at this stage is disposed of directing the Respondent No. 2 to consider and take decision on the representations 31.10.2025 and 03.12.2025 (Annexure P/7) submitted by the petitioner in accordance with law, expeditiously, preferably within a period of 02 months from the date of receipt of order.
