Learned Additional Government Advocate accepts notice for respondent Nos.1 and 2. 2. Sri. Pawan Kumar, learned counsel accepts notice for respondent No.3. 3. Petitioner is before this Court seeking for the following reliefs: (a) Issue a writ of mandamus or any other appropriate writ, order, or direction, directing the government of Karnataka to forthwith consider and dispose of the petitioner's representation/letter dt. 26.08.2025 i..e, Annexure-B1, B2 and Annexure-B3 dated 02.12.2025 respectively and issue necessary notification specifying reservation for SC/ST in assignment of - 3 - HC-KAR NC: 2026:KHC:8212 WP No. 38661 of 2025 advertisement rights under BBMP Advertisement Bye- laws, 2025 in accordance with law. (b) Pass such further or other orders as this Hon'ble Court may deem fit in the interest of justice and equity." 4. The grievance of the petitioner is that though respondent No.3 is required to notify reservation for persons belonging to SC/ST categories as regards the advertisements issued by the respondent No.3, no such order has been passed and as such, representation has been submitted by the petitioner on 26.08.2025 at Annexures-B1 and B2 and on 02.12.2025 at Annexure- B3, which has remained unanswered. 5. Whenever, any representation is submitted, it is required for the concerned authority to consider and pass necessary orders within a reasonable period of time either by accepting or rejecting the said request. 6. Needless to say, if any order is passed, the same would have to be accompanied by reasons. In the present matter, the representation has been pending from the last six months, and no order has been passed. As such, I pass the following: - 4 - HC-KAR NC: 2026:KHC:8212 WP No. 38661 of 2025 ORDER i) Writ petition is allowed. ii) A mandamus is issued directing respondents to consider the representation of the petitioner dated 26.08.2025 at Annexures-B1 and B2 and on 02.12.2025 at Annexure-B3 and pass such orders in accordance with law by following due procedure within 30 days from the date of receipt of a copy of this order. iii) It is made clear that this Court has not expressed any opinion on the entitlement of the petitioner.
