ORDER:
1. The present Writ Petition is filed questioning the action of Respondents in not promoting the Petitioners to the post of Prohibition and Excise Inspector, as per rules by revising the seniority list of Prohibition and Excise Sub-Inspectors, dated 23.05.2026 (Zone-II), as illegal and arbitrary.
2. The Petitioners were initially appointed as Junior Assistants and in course of time, they were promoted as Prohibition and Excise Sub- Inspectors (in-charge basis). Later, their promotions were regularized. While so, provisional seniority list of Prohibition and Excise Sub- Inspectors for the years 2017-2018 to 2023-2024 was issued on 24.04.2025 and called for objections. Pursuant thereto, Petitioners raised their objections to the provisional seniority list.
3. Thereafter, the impugned order was passed by the Deputy Commissioner of Prohibition and Excise, Kakinada division rejecting the objections raised and issued the final seniority list. The Petitioners aggrieved by the same, filed appeal before Director of Excise and

Prohibition on 22.06.2026 and the same is pending. In the present Writ Petition, the very same seniority list referred above is under challenge.

Learned counsel for the Petitioners submitted that, it would suffice, if a direction is given to the Respondent No.2 to dispose of the appeal filed, as expeditiously as possible, before any further promotions are affected.
5. Learned Assistant Government Pleader for Services - I submitted that the appeal filed by the Petitioners would be examined in accordance with the rules and will be disposed of, as expeditiously as possible.
6. Considering the submissions, this Writ Petition is disposed of, with the following directions:-
(i) The Respondent No.2 is directed to examine the appeal, dated 22.06.2026 filed by the Petitioners and to dispose of the same, as expeditiously as possible, preferably within a period of four weeks from the date of receipt of a copy of this order.
7. No order as to costs.
