Mr. A.M. Saklani, learned counsel for the petitioner. 2. Mr. Maneesh Bisht, learned Brief Holder for the State of Uttarakhand. 3. According to petitioner, juniors to him have been granted promotional benefit w.e.f. 16.12.1997; however, the claim of the petitioner was overlooked. 4. By means of this writ petition, petitioner has sought the following relief:- (i) A writ order or direction in the nature of Mandamus directing respondents to give the promotional benefit to the petitioner since year 1997 when his juniors i.e. the date when his juniors namely Uma Pathak, Vinita Suyal and Manta Panday are getting promotional benefit along with the consequential arrears. 5. Learned State Counsel submits that the writ petition is highly belated, as it was filed only in 2023 seeking a benefit which allegedly became due to the petitioner in 1997. He, however, submits that petitioner can make representation to the Competent Authority, who shall deal with the same, as per law. 6. The writ petition is, accordingly, disposed of with liberty to petitioner to make representation, highlighting his grievance, before the Competent Authority.
