Dutta, the learned CGC appears on behalf of respondent No. 1 and Mr. S.C. Keyal, the learned Senior Counsel assisted by Ms. P. Upadhaya, the learned counsel appears on behalf of the respondent Nos. 2 to 5. 3. The petitioner herein is aggrieved by the order dated 16.08.2022 issued by the respondent No. 3 whereby the Page No.# 3/4 petitioner was blacklisted. 4. The records reveal that though the writ petition was filed on 09.09.2022, this Court had only issued notice but did not pass any interim orders staying the impugned order. In the meantime, as on date, the impugned order dated 16.08.2022 has remained in force for more than 3 years and 9 months. 5. This Court further takes note of the contents of the impugned order dated 16.08.2022 and a perusal thereof reveals that no period has been mentioned, for which, the petitioner was blacklisted by the Assam University. 6. It is a settled principle of law that there cannot be a blacklisting in eternity, inasmuch as blacklisting amounts to civil death. 7. Considering the above, and taking into account that 3 years and 9 months have already passed by, this Court is of the opinion that the impugned order dated 16.08.2022 cannot be further enlarged. 8. Accordingly, the instant writ petition stands disposed of with the following observations and directions: (i) The impugned order dated 16.08.2022 stands interfered with w.e.f. the date of the present order.
