Respondents ____________ https://www.mhc.tn.gov.in/judis W.P.(MD) No.20071 of 2026 PRAYER: Petition filed under Article 226 of the Constitution of India, to issue a writ of mandamus directing the respondents 1 to 2 to take action on the recommendation of the third respondent in Letter No.13916/Nir.2/Ka(Ma) Pa/2022 dated 21.03.2023 seeking to combine the post of “Skilled Assistant Grade I and Grade II” into “Road Inspector” and grant Selection Grade / Special Grade to the Road Inspector who possess SSLC with ITI Certificate, within a timeframe fixed by this Court. For Petitioner : Mr.R.J.Karthick For Respondents : Mr.C.Jeganathan Special Government Pleader O R D E R The petitioner was initially appointed as Road Inspector Grade-II in the Highways Department on 08.01.2010 and is presently working as Skilled Assistant Grade-I. As there was no further promotional avenues from the post of Skilled Assistant Grade-I, basing upon the request made by the petitioner and several others, the third respondent appears to have submitted a proposal to the second respondent vide Letter No.13916/Nir.2/Ka(Ma) ____________ https://www.mhc.tn.gov.in/judis W.P.(MD) No.20071 of 2026 Pa/2022 dated 21.03.2023, recommending for restructure of the posts of Road Inspector Grade II and Grade-I and Skilled Assistant etc., and the second respondent appears to have forwarded the said proposal to the first respondent. As no steps were taken thereafter on the said proposal / recommendation, the petitioner has approached this Court by filing the present writ petition. 2. Learned counsel for the petitioner submits that on the application submitted by the petitioner under the Right to Information Act, 2005, an information was furnished that the said proposal is pending before the first respondent and therefore, he seeks appropriate direction to the first respondent for passing orders on the said proposal, which is pending before him. 3. Mr.C.Jeganathan, learned Special Government Pleader appearing for the respondents, on instructions, submits that the proposal submitted by the third respondent and forwarded by the second respondent is still pending before the first respondent and appropriate decision would be taken by the first respondent expeditiously. ____________ https://www.mhc.tn.gov.in/judis W.P.(MD) No.20071 of 2026 4. In the light of the above, without going into the merits of the matter, this writ petition is disposed of directing the first respondent to consider the proposal / recommendation submitted by the third respondent vide proceedings dated 21.03.2023 as forwarded by the second respondent and pass appropriate orders thereon, as expeditiously as possible, at any rate, within a period of two months from the date of receipt of a copy of this order.
