Learned counsel appearing for the writ petitioner who has raised grievance relating to the order passed by the learned learned Single Judge limits his arguments to the extent that the order passed by the learned Single Judge ought not to be considered as final observations relating to the challenge made before the learned Single Judge nor the promotion should be made absolute. 2. Learned Senior Counsel appearing for the respondents could have no objection to the extent that promotions are given subject to the final adjudication of the writ petition. 3. Considering these aspects, we limit our observations to the extent that the order passed by the learned Single Judge in the stay application and the observations made therein would not in any manner be treated as final observation and the entire issue would be examined without being influenced by the interim order. We now request the learned Single Judge to expedite hearing of the writ petition itself. 5. In view of the aforesaid discussions, we dispose of this special appeal. 6.
