Affidavit of service filed by the petitioner and report submitted by the State are taken on record. Heard learned counsels for the parties. The petitioner intends to organize Kulti Sanatan Jagran Sammelan on behalf of Kulti Sanatan Jagran Sammelan Samiti at Saheb Bunglow, ECL ground, Neamatpur on 21st January, 2026 from 1 p.m. to 6 p.m with congregation of about 2000 people. The owner of the land has granted such permission to the Samiti by a letter issued on 30th December, 2025. Learned counsel for the State submits that such permission may be accorded subject to restrictions. In view of the above, the petitioner is permitted to organize Kulti Sanatan Jagran Sammelan at Saheb Bunglow, ECL ground, Neamatpur on 21st January, 2026 from 1 p.m. to 6 p.m subject to the following conditions:

1. Number of participants shall not be more than 2000 at any point of time. 2. Sound system shall be used within the permissible limits as prescribed by the Hon’ble High Court at Calcutta and West Bengal Pollution Control Board. 3. Meeting shall be made in an absolutely peaceful manner and no inciteful or provocative speech shall be made. 4. The petitioner shall provide the name and mobile phone numbers of at least 20 volunteers who shall be responsible in the event of any untoward incident and shall maintain liason with the police authority. 5. The participants of the meeting shall not disturb the public at large, passersby, traffic movement or the neighbourhood in any manner whatsoever. 6. Sufficient police personnel shall be deployed in and around the place in order to ensure maintenance of law and order. 7. The participants shall abide by the instructions given by the police personnel at the spot. 8. The participants shall disperse within 2 hours of completion of the Sammelan/meeting. 9. The property shall be cleaned and restored to its original condition within 24 hours of the meeting. 3 On prayer of the petitioner, liberty is granted to erect a stage and make other necessary arrangements for the meeting on 20th January, 2026. With the above observation and directions, the writ petition is disposed of.
There shall, however, be no order as to costs. Since no affidavit is invited, the allegations contained in the writ petition are deemed not to have been admitted. Urgent certified website copy of this order, if applied for, be supplied to the parties upon compliance with all requisite formalities. (Suvra Ghosh, J.)
