ORDER This writ petition has been filed seeking direction to the respondents to consider the candidature of the applicant for MBBS course for the academic year 2026-27 under the management quota by treating her as Telugu Linguistic Minority category in light of the certificate issued by the Revenue Authorities on 21.07.2026.
2.
Learned counsel for the petitioner would submit that the petitioner belongs to Telugu Linguistic Minority Community. She secured 421 marks in the NEET examination. The petitioner submitted two applications - one under the Management quota and another one under the General Category before the Tamil Nadu Medical Selection Committee to participate in the counselling for MBBS Degree course for the academic year 2026 – 2027. While submitting her applications, by oversight, she erroneously filled it as "no" in the column meant for linguistic minority under the management quota inspite of the fact that she belongs to Telugu Linguistic Minority. Later, she obtained the Telugu Linguistic Minority Certificate issued by the Revenue Authorities on
21.07.2026. Thereafter, when the tried to upload the said certificate, in the edit window, the said column was not available, therefore, she was unable to file or https://www.mhc.tn.gov.in/judis
WP No. 33796 of 2026 __________ Page3 of 6 upload the said certificate along with the applications. Therefore, the mother of the petitioner sent the certificate through e-mail to the respondent which was not considered. He further submitted that on the basis of the marks obtained by the petitioner, she has been placed at S.No.6985 in the communal ranking applicable to B.C. Category. Similarly, in the provisional list for Management quota, she has been given a rank at S.No.7645. Since the petitioner has scored 421 marks in the NEET Examination and she belongs to the Telugu Linguistic Minority, if she is considered under the Telugu Linguistic Minority quota, she will be placed in better position than the General category. Hence, the present writ petition has been filed for appropriate direction since final merit list was published on 13.08.2026. 3. Learned Special Government Pleader appearing for the respondents submitted that the petitioner only committed the mistake of mentioning the linguistic category as 'no' instead of 'yes'. He further submitted that the petitioner has obtained marks in both categories viz., General category as well as Management quota. If any order is passed by this Court, the same will be complied with. 4. Heard the learned counsel for the petitioner as well as the learned Special Government Pleader appearing for the respondents. https://www.mhc.tn.gov.in/judis

5.
Considering the submissions made by the learned counsel for the petitioner as well as the learned Special Government Pleader appearing for the respondents, it is evident that there is no dispute on the aspect that the petitioner made mistake while submitting the applications by opting ‘no’ instead of ‘yes’ in the column meant for linguistic minority before the Tamil Nadu Medical Selection Committee to participate in the counselling for MBBS Degree courses for the academic year 2026 – 2027. However, while submitting the online applications on the said date, the petitioner was not issued with the Telugu Linguistic Minority Community Certificate. Thereafter, the certificate was issued on 21.07.2026. After getting the said certificate, the petitioner tried to upload the same in the portal, however, she could not upload it as the portal does not permit to upload the document in her applications. Had the respondents provided the edit option in their portal on 07.08.2026, 08.08.2026 and 11.08.2026, the petitioner could have uploaded the certificate on the website. Therefore, the fault is not only on the part of the petitioner but also on the part of the respondents. Any way, since the petitioner is now having the physical copy of the Telugu Linguistic Minority Community Certificate issued by the revenue authority, she is eligible to be considered under the linguistic minority category. Therefore, the petitioner seeks for a direction to the second respondent to accept the physical copy of the Telugu Linguistic Minority Community Certificate and permit the petitioner to participate in the counselling under Management quota. https://www.mhc.tn.gov.in/judis

6.
Such being the case, taking into consideration of the aspect that the counselling for management quota is not yet started and even though the petitioner was issued with Telugu Linguistic Minority Community Certificate, she could not upload the same in the portal, this Court directs the second respondent to receive the petitioner’s physical copy of the Telugu Linguistic Minority Community Certificate and consider her application and permit her to participate in the counselling for the management quota based her entitlement under the Telugu Linguistic Minority Category in the first and subsequent counselling, for the academic year 2026-2027. 7. In view of the above, this writ petition is disposed of. No costs. Consequently, connected miscellaneous petition is closed. 18-08-2026 Index: Yes/No Speaking/Non-speaking order Neutral Citation: Yes/No SRM Note: Issue order copy on 19.08.2026 https://www.mhc.tn.gov.in/judis
