For Petitioner(s): Mr.D.Selvam For Respondent(s): Mr.G.Ramdas Special Government Pleader Order This writ petition has been filed seeking to direct the 3rd respondent to permit the petitioner to participate in the counselling for MBBS / BDS Degree courses for the academic year 2026-2027 prospectively under the Telugu Linguistic Minority category for UC Medical (Management Quota) in the ongoing and all subsequent rounds of counselling. 2.Learned counsel for the petitioner would submit that the petitioner belongs to Telugu Linguistic Minority Community. While submitting online applications on 14.07.2026 before the Tamil Nadu Medical Selection Committee to participate in the counselling for MBBS / BDS Degree courses for the academic year 2026 – 2027, the petitioner did not possess Telugu Linguistic Minority Certificate and therefore, she was unable to file or upload https://www.mhc.tn.gov.in/judis WP No. 33060 of 2026 __________ Page3 of 7 the said certificate along with the applications. Thereafter, on 21.07.2026, the said Telugu Linguistic Minority certificate was issued to the petitioner. Candidates were also given an additional opportunity for document-rectification from 05.08.2026 to 07.08.2026. However, the portal did not provide with a functional Telugu Linguistic Minority selection filed. Thereafter, on 10.08.2026, the merit list for MBBS/BDS admissions was published, which shows that the petitioner’s application status as “Not Eligible” for Linguistic Minority. The 3rd respondent issued notification dated 11.08.2026, granting final opportunity to candidates, who had been made ineligible for want of documents to upload missing certificates till 10.00 am on 12.08.2026. Pursuant to the same, the petitioner made a representation to the 3rd respondent. However, no effective mechanism was provided to receive and map the certificate in the petitioner’s applications. Hence, the present writ petition has been filed. 3.Learned Special Government Pleader appearing for the respondents would submit that the counselling has been started and the merit list of the candidates has also been prepared and therefore, the petitioner cannot participate at this stage. 4.In reply, learned counsel for the petitioner would submit the counselling for management quota is yet to be started and therefore, the respondents may be directed to permit the petitioner to produce the physical copy of the Telugu https://www.mhc.tn.gov.in/judis WP No. 33060 of 2026 __________ Page4 of 7 Linguistic Minority Community Certificate and permit the petitioner to participate in the counselling. 5.Learned Special Government Pleader appearing for the respondents would submit that since the counselling for management quota is not yet commenced, the petitioner’s application can be considered for the management quota with the production of Telugu Linguistic Minority Community Certificate, if the petitioner falls under the eligibility criteria. 6.Heard the learned counsel for the petitioner as well as the learned Special Government Pleader appearing for the respondents. 7.Considering the submissions made by the learned counsel for the petitioner as well as the learned Special Government Pleader appearing appearing for the respondents, it is evident that there is no dispute on the aspect that the petitioner made applications on 14.07.2026 under the Government Quota in Application No.26UG807600 and Management quota in Application No.26UG917040 before the Tamil Nadu Medical Selection Committee to participate in the counselling for MBBS / BDS Degree courses for the academic year 2026 – 2027. However while submitting the online applications on the said date, the petitioner was not issued with the Telugu Linguistic Minority Community Certificate, though she applied for the same and the petitioner was https://www.mhc.tn.gov.in/judis WP No. 33060 of 2026 __________ Page5 of 7 forced to select “No” under the linguistic category. Thereafter, the certificate was issued on 21.07.2026. After getting the said certificate, the petitioner tried to upload the same in the portal, however, she could not upload it as the portal does not permit to upload the document in her applications. Therefore, the petitioner seeks for a direction to the 3rd respondent to accept the physical copy of the Telugu Linguistic Minority Community Certificate and permit the petitioner to participate in the counselling. According to the respondents, the counselling for Government quota has already been commenced and for Management quota, the counselling is yet to be started. 8.Such being the case, taking into consideration of the aspect that the counselling for management quota is not yet started and even though the petitioner was issued with Telugu Linguistic Minority Community Certificate, she could not upload the same in the portal, this Court directs the 3rd respondent to receive the petitioner’s physical copy of the Telugu Linguistic Minority Community Certificate and consider her application and permit her to participate in the counselling for the management quota based her entitlement under the Telugu Linguistic Minority Category in the first and subsequent counselling, for the academic year 2026-2027. https://www.mhc.tn.gov.in/judis WP No. 33060 of 2026 __________ Page6 of 7 9.In view of the above, this writ petition is disposed of.
