Mr. Shailendra Nauriyal, Advocate for respondent no. 2 4. Petitioner participated in a selection for the post of Instructor (Electrical) in Government Industrial Training Institutes. According to petitioner, he qualified the written examination with 45% marks, however, he could not submit his National Craft Instructor Certificate (NCIC) within the window period, which was provided by the selecting body to all candidates. 5. Learned counsel for petitioner submits that the said certificate was to be submitted online between 23.11.2025 to 26.11.2025, however, petitioner was not aware about opening of window by the selecting body, as a result, the certificate could not be uploaded. He, further submits that petitioner was awarded the certificate in 2017, therefore, there was no other reason for not submitting the certificate. 6. Learned counsel for the selecting body, however, submits that all candidates, who could not submit NCIC certificate earlier were given an opportunity to submit the same by 2026:UHC:4149 opening window for three days. He submits that petitioner himself is to be blamed for not submitting the certificate within stipulated time, therefore, petitioner is not entitled to any indulgence in the matter. 7. Learned counsel for petitioner submits that since petitioner could not upload the NCIC certificate, online within the window period, therefore, he sent the certificate to the selecting body by registered post on 01.12.2025, however, the same is not being considered. He submits that petitioner be permitted to make representation to the selecting body. 8. Learned counsel for the selecting body submits that he has no objection if petitioner is permitted to make representation. 9. The writ petition is, accordingly, disposed of by permitting petitioner to make representation to the competent authority. Representation, if made by petitioner within one week, decision thereupon shall be taken, as per law, within three weeks. It is made clear that opportunity, if given to petitioner to upload NCIC certificate, then similar opportunity shall be given to all other candidates, who also could not upload the certificate, by issuing a notification in newspapers as well as in the website.
