JUSTICE A.GUNESHWAR SHARMA 24.6.2026 Heard Mr.Kh.Tarunkumar, learned senior counsel assisted by Ms.Kh.Maria, learned counsel for the petitioner. By the present writ petition, petitioner prays for considering his case for promotion to the post of Deputy Registrar, Manipur University on the ground that he has been serving in the grade of Assistant Registrar for the last 16 years and one seat is available for promotion amongst Assistant Registrars. Petitioner has also submitted representation dated 22.5.2026 to the Registrar, Manipur University for consideration of his case for promotion as Deputy Registrar and same is pending. It is submitted that writ petition can be disposed of at this stage by directing respondent No.2 to consider the pending representation and dispose by a speaking order within a stipulated time. Mr.S.Vijayanand Sharma, learned Sr.PCCG on behalf of respondent No.1 submits that Ministry of Education, Government of India has nothing to do with the present writ petition and any decision in this regard is to be taken by the Manipur University. Mr.Abhishek Prasad Sahu, learned counsel Manipur University submits that this Court may pass any appropriate order considering the limited prayer made by the petitioner. This Court has considered the materials on record and is of considered view that writ petition can be disposed of at this stage by directing the authority of Manipur University to consider the representation. Accordingly, the writ petition is disposed of by directing respondent No.2 to consider the pending representation dated 22.5.2026 submitted by the petitioner, as per Rule, within a period of two months from the date of receipt of certified copy of this order. It is made clear that this Court does not express any opinion on the merit of the case.
