This Writ Petition is filed seeking the following relief:

B. R. Ambedkar Konaseema District through the Agreements, as illegal, arbitrary and violative of Art 14 and 21 of Constitution of India and consequently direct the respondent authorities to release the pending bills total amount of Rs.23,64,618/- with interest at 18 percent for the pending bills forthwith for the above said works executed by the petitioner and pass such other order…”
2. Heard learned counsel for the petitioner and learned Assistant Government Pleader for Panchayat Raj and Rural Development. 3.
The petitioner is a registered contractor who was awarded six (06) works under the Gadapa Gadapaku Mana Prabhutvam (GGMP) – High Impact Grant Works in Dr. B.R. Ambedkar Konaseema District. After obtaining administrative and technical sanctions, the petitioner executed all the works in accordance with the agreements and within the stipulated time. The works were measured by the concerned authorities, recorded in the respective Measurement Books (M-Books), and the final bills were prepared. Despite completion of the works and finalization of the bills, the respondents have withheld payment of Rs.23,64,618/-, without there being any dispute with regard to the quality or execution of the works. The petitioner made several representations requesting release of the admitted bills, but no action has been taken. It is the case of the petitioner that he borrowed money on interest to execute the work and is suffering serious financial hardship due to non- payment of admitted bill amount. 4. It is the grievance of the petitioner that notwithstanding the completion of the work and its measurement by the competent authorities, the amount due towards the executed work has not been paid till date. According to the petitioner, although the work was completed more than two years ago, the respondent authorities have not released the admitted amount payable to him. Aggrieved by the non-payment of the said amount, the petitioner filed the present Writ Petition. SRK,J W.P No.23768 of 2025 6

Learned Assistant Government Pleader, on written instructions dated 14.07.2026, from the Executive Engineer, P.R.Division, Amalapuram, Dr.B.R.Ambedkar Konaseema District - 5th respondent, submits that there is no dispute with regard to the execution of the work. According to him, the petitioner is entitled to an amount of Rs.24,30,626/- after statutory deductions such as QC recovery/withheld/statutory recovery amount, aggregating to Rs.2,52,726 /-, and six months’ time is sought for payment of the said amount. The written instructions are placed on record. 6.
Having regard to the fact that there is no dispute with regard to the work executed by the petitioner and the amount payable to him, and in view of the submissions of the learned Assistant Government Pleader, the respondent authorities are directed to pay a sum of Rs.24,30,626/- (Rupees twenty four lakhs thirty thousand six hundred and twenty six only) to the petitioner within a period of three (03) months from the date of receipt of a copy of this order. 7. Accordingly, the Writ Petition is disposed of. There shall be no order as to costs.
