This writ petition has been filed seeking issuance of a writ of mandamus directing the respondents to consider and pass orders on the petitioner's representation on 27.12.2024, made for granting permission/certificate of vending and till such time, not to disturb with the running of the petitioner's Bunk Shop near Reserve Bank staff quarters, Choolaimedu High Road, Choolaimedu, Chennai – 600 094, wherein he is selling tea, coffee and food items by using LPG Gas Stove.

Heard the learned counsel for the petitioner and the learned Standing Counsel for the respondents. 3.The learned counsel for the petitioner would submit that the petitioner is running a bunk shop selling tea, coffee, and other food items, and that the said shop, in no manner, causes any obstruction or inconvenience to the general public or interferes with the free flow of traffic. He would also submit that the respondents are trying to interfere with the running of bunk shop as it is ''unauthorized'' and hence, the petitioner sent a representation to the respondents 1 and 2 requesting to grant permission/Certificate of Vending for continuing bunk shop 2/5 https://www.mhc.tn.gov.in/judis
W.P.No.30447 of 2026 business. Since no action has been taken by the respondents, the petitioner is before this Court seeking a direction to the respondents for
consideration of the representation dated 15.10.2025 submitted by the petitioner.

When the matter is taken up for hearing, the learned Standing Counsel appearing for the Chennai Corporation submitted that the Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act, 2014, has been enacted to protect the interest of street vendors. He would further submit that the petitioner sent a representation seeking permission to run a bunk shop in Choolaimedu High Road, which is declared as a non vending zone and that even while permission to run a bunk shop in vending zone cannot be granted, the petitioner has sought permission to run a bunk shop in a non vending zone and hence the petitioner's representation cannot be considered. It is the further submission of the learned Standing Counsel appearing for the Chennai Corporation that the petitioner cannot be brought within the meaning of street vendor.
5. Finding that the petiitoner has sought permission to run a bunk shop, that too, in a non vending zone where permission cannot be granted, this writ petition stands dismissed. No costs.
