Petitioner is challenging order dated 14.03.2018 passed by Secretary / Managing Director, Uttarakhand Organic Commodities Board, which is on record as Annexure 1 to the writ petition. By the said order, petitioner’s claim for regularisation was turned down. 5. Petitioner contends that he was engaged through outsourcing agency in 2007, and thereafter in 2010, he was again reappointed after advertisement on contract and he is serving thereafter continuously as Junior Assistant-cum- Computer Operator. It is thus submitted that petitioner has earned a right to be considered for regularisation. 6. Perusal of the impugned order reveals that it is absolutely non-speaking order, as no reason has been indicated for turning down the proposal for regularising services of the petitioner. 6. Since Regularisation Rules 2013, were amended in 2025 vide notification 2026:UHC:4281 dated 04.12.2025, and the impugned order is absolutely non-speaking order, therefore, the same is set-aside and the matter is remitted back to the Competent Authority to reconsider petitioner’s claim for regularisation, as per law. Needful be done within four months. 7. With the aforesaid observation, writ petition stands disposed of.
