JUSTICE A.GUNESHWAR SHARMA 23.6.2026 Heard Mr.M.Hemchandra, learned senior counsel assisted by Mr.M.Rendy, learned counsel for the petitioners, Mr.S.Niranjan, learned Government Advocate for the State respondents. The petitioners who were employees of District Rural Development Agency (DRDA), subsequently absorbed, as employees of the State respondents and now retired, made a common representation dated 12.1.2026 to the Chief Secretary and other officials of the State Government for notional linking up of their past service for the purpose of pensionary and other service benefits, as done in the case of employees of Rural Development and Panchayati Raj (RD & PR). It is submitted that representation dated 12.1.2026 is still pending with the authorities. In the circumstance, petitioners approached with the sole prayer for a direction for disposal of pending representation submitted by the petitioners. Learned senior counsel for the petitioners submits that the writ petition may be disposed of by directing the respondents, especially respondent No.2, Commissioner/Secretary (RD & PR), Government of Manipur to dispose of the representation dated 12.1.2026 by a speaking order, within a stipulated time. Mr.S.Niranjan, learned Government Advocate submits that this Court may pass any appropriate order. In the circumstance and in the nature of innocuous prayer made in the writ petition, the writ petition is disposed of by directing the respondent No.2, Commissioner/Secretary (RD & PR), Government of Manipur to consider the representation dated 12.1.2026 submitted by the petitioners, by passing a speaking order in terms of applicable Rules, within a period of three months from the date of receipt of certified copy of this order. It is made clear that this Court does not express any opinion on the merit of the representation submitted by the petitioners. In view of the above, MC (WP(C)) No.163 of 2026 is also disposed of.
